This stamp, in booklet form, was issued to conform to the new postal rates, which became effective on January 7, 1963.
The dome of the Capitol building pictured on this stamp is the second dome. As the country grew, the congress did too and outgrew their building. When it was expanded, a new, larger dome replaced the first.
